For residency planning the number that matters is the floor of the price ladder rather than its ceiling: the entry one bedroom apartment starts at AED 2.90M ≈ USD 790K, well clear of the AED 2M ≈ USD 545K minimum property investment applied under the UAE Golden Visa program, subject to the regulations in force when you apply. Every format above it, from two and three bedroom apartments through the podium townhouses to the upper-floor penthouses, clears the same line by a wider margin. Handover is expected in Q4 2026, when Oqood registration converts to a title deed.

Emaar sells Address Residences The Bay on an 80/20 construction linked plan: 10% on booking plus the 4% DLD fee, 70% spread across build milestones, and the final 20% at completion in Q4 2026. Off-plan applications are typically supported by Oqood registration, which Emaar completes after booking, together with proof that the purchase meets the qualifying value and any payment conditions applied by the Dubai Land Department and residency authorities at the time you apply.

My read on the timing: the 70.08% certified at the July 2026 inspection puts this tower past the point where the question usually gets decided. The construction-linked instalments are tied to verified completion stages, so a buyer holding a unit here has already passed the milestones at 10%, 20%, 40% and 60% completion, and the paid-value conditions commonly applied to off-plan files are satisfied well ahead of key release. A buyer entering the plan now inherits a schedule that is mostly behind it, which shortens the distance between booking and a submittable file rather than lengthening it. The alternative is deliberately simple: wait for the Q4 2026 handover, take the title deed, and rest the application on completed registered ownership. Because requirements for off-plan applications are updated from time to time, confirm the current paid-value condition before submitting.
