Frond C sells on an 80/20 construction linked plan: 20% on booking plus the 4% DLD fee, 60% across the construction period, and the final 20% at handover in Q4 2028. Off-plan applications are typically supported by Oqood registration, which the developer completes after booking, together with proof that the purchase meets the qualifying value and any payment conditions applied by the Dubai Land Department and residency authorities at the time you apply.
My read on the timing: the 20% booking instalment on a villa at this level is itself many multiples of the AED 2M ≈ USD 545K threshold in absolute terms, but paid-value conditions for off-plan applications are usually expressed as a proportion of the purchase price rather than an absolute sum, which is why the ticket size does not automatically shorten the wait. Buyers relocating families or opening UAE banking relationships generally want residency early and plan the file around the construction instalments; buyers with no urgency often prefer the simplest possible application and wait for the title deed at handover, when ownership is complete and registered.
